My outboard motor needs more RPM. Not enough to get on the plane. Did I hook up throttle cable wrong?

Boat fires and idle and trolls in order. Not get enough performance level. Feeling as if gas has to go to another inch or so and I would have it. Boat is not at 8mph wide open. Before I took it apart to fix would be to do 21mph. How can I get more gas? I did NOT mess with the cables under other than her and they set off again. Please help. Thank you!

Make sure you spark on both cylinders. Almost sounds like you firing on one cylinder.
