Moral of the respect for the environment?

A dam was proposed to create and built on a given flow in a natural environment, Would produce hydroelectric power activities such as boating, swimming and water skiing. The only problem, as environmentalists see is that there is a certain Fish species that will die only in this river, when the dam is built. The fish is not used for food production or sports, in fact, no one knows what is it used by the flow. Should the dam be built or not? Why or why not? answer would make a difference if you were a small fish good food fish or commercial manner could be used in some other, or is their extinction sufficient reason to not build the dam? If the dam built or not? why or why not?

As with most hypothetical questions, the subject was very simplistic. Are present environmentalists incontrovertible evidence for the extinction? Since we do not understand their ecological place, how do we know that species do not exist anywhere else? Is there another part of the river where the dam built will be able to? What are the human costs if the hydro is not built? Is there another solution? Environmental issues are actually a cost-benefit balance. They are never, never simple questions (such hypothetical questions).
